(1) The local level will be able to carry out solid waste management in partnership with the private sector, community and non-governmental organizations, institutions, under the prevailing laws.
(2) Regardless of what is written in sub-section (1), in partnership with community and non-governmental associations, organizations, public awareness raising, waste composting, transportation, post-closure management of waste management sites, garden construction and beautification can only be done or conducted.
